POSITION TITLE:         Accounts Payable Specialist

DEPARTMENT:         Treasurer’s Office


The Accounts Payable Specialist is responsible for the processing of purchase orders, recording of invoices and payment of all expenditures for the Ashtabula County Technical & Career Center. 


  1. Associate’s Degree in accounting, finance or related field preferred. 

  2. 3-5 years of experience in accounts payable, accounting or finance related positions.

  3. Proficient in Excel, Word, email and other software applications.

  4. Excellent time management skills.

  5. Ability to listen, communicate (written and verbal), excellent grammar, spelling, proofreading and effective follow-up skills. 

  6. Ability to work independently, self-starter and energetic.

  7. Able to handle highly confidential and privileged information.

  8. Must be detail oriented.

  9. Able to adhere to tight deadlines.

  10. Successful BCI and FBI background check.


  1. Processing of purchase orders for all funds. 

  2. Converts requisitions daily after administrative review and distributes purchase orders.

  3. Provides information and responds to questions regarding budgetary issues

  4. Matches invoices to purchase orders, verifies extensions, reconciles credit card statements, reviews and replenishes petty cash, and processes accounts payables checks.

  5. Adjusts appropriations as directed by the Treasurer.

  6. Matching of invoices to purchase orders including verification of receipt of goods.

  7. Responds to inquiries and questions by district employees in a timely manner.

  8. Research and resolution of accounts payable issues in a timely manner.

  9. Prepare accounts payable checks and process them for mailing.

  10. Periodic reconciliation and research of open purchase orders.    

  11. Maintain accountability over blanket purchase orders, outstanding purchase orders, and multiple invoice orders to insure no duplicate payments to vendors. 

  12. Collects and maintains vendor W-9 forms including TIN’s for 1099 forms, along with   processing year end 1099 forms as applicable. 

  13. Communicate with vendors as needed to maximize purchasing discounts

  14. Maintains all vendor files and complies with W-9 requirements.

  15. Prepares 1099 forms as required.

  16. Prepares requisitions for the Treasurer’s Office as requested.

  17. Prepare and make bank deposits. 

  18. Assures preparation, posting and maintenance of complete and accurate cash receipts records.

  19. Maintains, compiles, and collates all fiscal, budgetary and monetary data relevant to prepare the monthly bank reconciliation on all program bank accounts.  

  20. Works with all fiscal personnel to ensure all postings are complete and accurate for month end processing. Assists the treasurer in balancing, preparing reports and closing month and year end processing. 

  21. Process additions and deletions to hospitalization, dental, vision and life insurance benefits for staff members. Verify and process monthly reports for hospitalization, dental, vision and life insurance to determine employees’ and board’s share of these benefits. 

  22. In conjunction with the Treasurer, monitors consistency between budget and actual expenditures.

  23. Assists in the preparation of budgets and grant applications, including, but not limited to preparation of budget line item spreadsheets, at the request of the Treasurer.

  24. Prepare monthly Board minutes and index minutes monthly. 

  25. Preparation of reports and spreadsheets as requested.

  26. Serves as a liaison with auditors to ensure compliance with all rules and regulations and compliance with applicable laws.

  27. Assist with internal controls and training district personnel in proper purchasing procedures. 

  28. Perform other essential functions as assigned by the Treasurer/CFO.


This position will interact regularly with staff and vendors and must have excellent interpersonal skills. The ability to apply common sense understanding and carry out instructions and plans is required. On a regular basis must use independent judgment to determine actions to be taken, priorities, emergencies, etc.  

Minimal exposure to dirt, odors, heights, cleaning chemicals, variable temperatures and weather conditions. Requires moderate physical effort to include climbing stairs, lifting and moving up to 40 pounds (i.e. file boxes, supplies, paper) stooping, bending, standing and walking.
